Yeddyurappa steps in, fixes engineering fee issue

The long-pending issue between the state higher education department and private professional college managements regarding seat sharing and fee structure for undergraduate engineering courses for 2011-12 has been finally resolved.

With the intervention of chief minister BS Yeddyurappa, the managements have agreed to go with Rs35,000 fee for government quota seats for the academic year through the Common Entrance Test (CET) 2011.

The income ceiling for poor meritorious quota has been increased from Rs2 lakh to Rs2.5 lakh. Students up to rank 25,000 will be eligible for this quota. The students under this quota will have to pay Rs30,000 fee while the remaining Rs5,000 will be subsidised by the government.

The chief minister on Thursday had called a meeting of private professional college management representatives, which was attended by members of Karnataka Unaided Private Engineering Colleges Association (KUPECA). Sources from the chief minister’s office said that after a long discussion, the managements agreed for Rs35,000.

Sources said the managements demanded Rs40,000 for the seats. But the chief minister managed to persuaded the members to accept Rs35,000. However, the seat matrix for engineering courses will remain the same as the previous year.

“Keeping students’ interests in mind, we accepted the chief minister’s proposal. We tried a lot to make it Rs40,000, but finally agreed to go with Rs35,000 and a 45:55 seat matrix, just like the previous year,” said a KUPECA member.

Meanwhile, chief minister Yeddyurappa told the managements not to reveal the proceedings of the meetings at least for the next two days.

For academic year 2012-13, the government and managements will finalise on the seat sharing and the fee structure by November itself.

This decision has been taken to reduce tension among students and parents, and also to avoid last-minute exercise,” said a management representative.

RL Jalappa, head, Devaraj Urs Group of Institutions, said the fee structure was not acceptable to him. “I will wait for the high court verdict on my petition on the issue,” said Jalappa.

...but CET counselling put off to June 9
The Common Entrance Test (CET) 2011 is getting complex by the day.

The state higher education minister VS Acharya on Thursday announced that the results of CET 2011 will be out on May 30, and the counselling process will begin from June 9, indicating that the counselling process has been postponed by a week.

As per the calendar of events mentioned in the CET 2011 brochure, the counselling process has to begin from June 2 and the medical examination for physically challenged candidates to begin from June 9. Now, the counselling process itself is scheduled to start from June 9.

According to sources from the Karnataka Examinations Authority (KEA), the approval for engineering courses’ seat matrix has not yet been approved by the All India Council for Technical Education (AICTE). “Though we have not received approval for courses for the academic year 2011-12, we have decided to start the process from June 9,” said a source.

This happened even in CET 2010. AICTE had not announced the approval for engineering courses in 2010. So, the counselling process had been delayed for almost 15 days, and, as a result, the first semester BE classes started one month late.

As per the notification of AICTE, the approval for courses will be announced by May 31. But the private engineering college managements and technical education department officials are not sure about that.

“Even, last year, we received the approval almost a month after the last date was announced. The same trouble will continue this year too,” said an engineering college principal.

“If we don’t get a clear picture by May 31, the counselling process will be delayed this year, too,” said another principal of a city-based engineering college.

The information on approvals will be updated on the AICTE website. The colleges will then download the approval sent to them and submit the same to KEA, which, in turn, will update the same in CET 2011 seat matrix and commence the counselling process.
