Henceforth, the concept of students’ association will not be restricted to just colleges in the state. It has been made mandatory for government high schools too to have such associations.

State department of public instructions has issued a circular to all authorities concerned at the taluk and district levels calling on high schools to constitute students associations from this academic year.

According to the department officials, the move is to develop leadership qualities among the students. “Students in private schools have more opportunities to nurture positive qualities. But in government schools, the encouragement level is less. So, in a bid to encourage students to develop leadership qualities we have asked them to constitute these associations,” said Dev Prakash, director of state primary education.

Besides, the circular has also instructed to appoint the head of the respective school as the honorary president of the association and their duties would include monitoring its activities. Active students of the school should be selected for the president's, vice-president’s posts.

However, the department has made it clear that there would be no elections. “It should be done in a simple manner. Conducting elections to choose the student leaders wouldn’t be a good idea. So, we have asked the teachers to choose members for the association. Even the members need to be reshuffled once in six months,” Dev Prakash added.

It may be noted that the department has already set up health and science clubs in schools. Activities of those clubs would be monitored by the students associations. Their other duties would be organising cultural programme and sports activities.
Besides, the association also becomes an official representative of the students and if there are any grievances, the association will represent the students community and bring them to the notice of the school authorities.

Private affair
Students associations may be a new concept for government schools, but it is already in place in private schools. Some of them even conduct annual elections and constitute students associations. For example, the Vivekananda Vidya Samsthe (VVS) in Chikmagalore district conducts annual elections to constitute students associations
