In a case of fence eating the crop, BBMP officials have been accused of encroaching a stormwater drain in Cambridge Layout to construct public toilets and a library.

The Bangalore Metropolitan Task Force (BMTF) police sub-inspector BP Girish filed a case against some BBMP executive engineers and the supporting staff for constructing four public toilets and a library by covering the storm water drain passing next to Meera School on Cambridge Road in Ulsoor.
Senior BMTF officials brought the issue to the notice of BBMP’s joint commissioner and deputy director of town planning and sought action against the erring officials. But instead of initiating action, the BBMP demolished the illegal structures to safeguard the officials concerned.

Taking a serious note of the irregularities, BMTF officials filed a case against the BBMP engineers under section 192 of Karnataka Land Revenue Act.  They also filed an application requesting the court not to grant bail to the erring officials.

“The BBMP has managed to demolish only two toilets and the remaining structure still exists”, a BMTF official said.

BBMP officials have been demanding the shifting of the BMTF office from the BBMP premises and withdrawal cases filed against them. They have also sought help from their political bosses to force the BMTF to withdraw the cases. Some ministers and MLAs have also been demanding an amendment to the 1996 notification on the formation of BMTF and the transfer of BMTF chief RP Sharma.

The BBMP commissioner is said to be drafting fresh guidelines to tame the BMTF with a proposal to contain the task force’s prosecution powers. According to the proposed guidelines, BMTF has to get BBMP’s sanction before initiating action against its officials.

While the BBMP engineers have been asking the authorities to contain BMTF’s prosecution power, the BMTF continues to book cases against BBMP engineers. In most cases, BMTF sought action against BBMP officials for allowing construction of buildings that violate norms. So far, BMTF has booked over 40 cases against BBMP officials—10 cases were filed on Tuesday alone. While half of BBMP officials got bail, the remaining ones applied for the same.
