Seat blocking? It’s an open secret at Karnataka Examination Authority

Seat blocking is not just restricted to post-graduate medical seats, it happens even for undergraduate engineering seats at Karnataka Examination Authority (KEA).

KEA officials too agree that there is a racket to blocking seats by using students who have secured good ranks both at All-India Engineering Entrance Examinations (AIEEE) and Common Entrance Test (CET).

Although it is aware of such malpractices, the KEA has expressed helplessness over preventing this crime.KEA officials said candidates who have secured ranks up to 300 in CET and 500 in AIEEE would be ‘trapped’ by agents.

The agents procure CDs from KEA of the candidates who are eligible to select engineering seats. “We cannot say no to those who request a CD. We charge a minimum amount and provide it. By using that, they approach students,” said a KEA official.

Though the authorities know there is such a practice occurs at counselling centres, they are helpless. “Being a government body, we have no option but to track blocking. Once the admission order is issued to the candidate after seat selection and verification of documents, the coordination is just between the college and candidate. We have no involvement,” said an official.

As per KEA rules, those who want to surrender seats must do so before the casual round. The KEA also requests college authorities to send a list of students who have been admitted.

“Most of the time, colleges do not send a proper list. It is not possible for us to trace it. After the completion of counselling, we have to release the fee and for that we ask for the students’ list approved by the college. There too, the colleges manage to mislead the KEA,” official said.

However, KEA also issues notification every year saying: “Candidates who have selected seats under AIEEE and also through CET should surrender the seat where they have not taken admission.”

But the response to the notification is dismal. “No student comes forward to surrender the seats even after the KEA’s notification. They deal directly with the college management and make money,” said a former official of KEA.

KEA officials have observed that there’s another set of people helping the blocking of seats.

“Apart from the current year’s aspirants, toppers from the previous year who have already been admitted in colleges would also take CET exams and secure good ranks. Thereafter, they would block seats that the agents sell off to other students. For this, the students are paid handsomely. This is a big racket working both in UG and PG admissions,” said a senior official of KEA.

Every year, KEA writes to NIT Surathkal requesting a list of candidates who have secured seats through AIEEE. This year, the KEA is yet to act on it, but the counselling for top 500 ranks has already been completed.
