The Lokayukta special court on Friday rejected the B-report filed by the Lokayukta police on the illegal land denotification case against minister V Somanna, his wife Shylaja and former chief Minister BS Yeddyurappa and others and directed the police to reinvestigate the case.

It also summoned Somannna, Yeddyurappa and others on April 30. In its B report submitted on March 20, the Lokayukta police gave a clean chit to Somanna, Yeddyurappa and others.
On November 22, 2011, the judge had directed the Lokayukta police to investigate the private complaint filed by software engineer Ravi Krishna Reddy who alleged that Yeddyurappa had denotified 22 guntas of land in Kengeri in Bangalore South to favour Somanna.

According to the complaint, three acres of land registered in the name of Deve Gowda, father of one of the accused Lingaiah, were acquired by the BDA to form Jnana Bharathi Layout.

A compensation of `6.83 lakh was awarded by BDA in July 1997. In 2004, Lingaiah executed a sale deed for his share of property in favour of Shylaja. Other plots in his name, measuring 22 guntas, were also registered in Shylaja’s name on the same day, even though the land belonged to the BDA.

Lingaiah also executed a rectification deed in favour of Shylaja to allow construction, falsely stating that the 22 guntas had been denotified.

In 2005, Lingaiah applied for denotification of land claiming its possession and that several buildings had come up on the said property. But this was shot down by the denotification committee on the basis that the land belonged to BDA.

 In 2009, Lingaiah submitted another application for denotification of land and this was cleared by Yeddyurappa despite strong reservations expressed by the principal secretary to urban development department, the complaint said.

Somanna used his clout to get the land denotified by fabricating documents to induce belief that there were buildings constructed on the said land, the complaint said.

The court also rejected the B report filed by Lokayukta police on the illegal community amenity site case against BJP lawmaker CT Ravi and asked police to re-investigate the case.

The Lokayukta police filed B report against Ravi, absolving him of charges of abuse of official power, but recommended cancellation of sites allotted to his wife. R Deviprasad of Chikkamagalur had filed a private complaint against Ravi, Pallavi and others for securing allotment of CA sites and residential sites in violation of the rules.
