Citizens’ charter to be a reality from Feb; time-bound delivery of 152 services.

The much-awaited citizens’ charter that would assure you timely grievance redressal at various government departments will be a reality from February. Governor HR Bhardwaj has given his assent for the Karnataka Guarantee of Services to Citizens Bill, 2011, popularly known as Citizens’ Charter.

The bill will ensure that the citizens get their jobs done at government offices in a time-bound manner and the officials showing lethargy in delivering the services to citizens would face the heat.

The bill seeks to ensure time-bound delivery of 152 services in 11 departments including Bangalore Water Supply and Sewerage Board, municipal corporations, revenue, home, education, health and family welfare, rural development and panchayat raj departments, which are among the prominent ones that come under the ambit of the bill.

The bill has specified time-limit for issue of birth and death certificates, sanction of building plan in sites up to 2,400 square feet for single residential dwellings, permission for issue of new or additional water connection, issue of driving licences and many more such services that are necessary for the citizens in their day-to-day life.

The public servants in various departments, who fail to deliver the services within the stipulated time, would have to pay compensation at the rate of `20 per day to the designated officer in the department, which would in turn be paid to the applicant.
The legislation offers more services compared to Delhi, which provides 82 services from 11 departments.

Chief minister DV Sadananda Gowda has  assured that it is just the beginning and many more such initiatives were in the offing to bring transparency in administration and make it more responsive.

The state government is determined to showcase it as one of the big achievements towards making the administration accountable.

The government is planning to extend its reach to all the departments and appoint exclusive grievance redressal officers in each of them to ensure accountability.
