Chief Minister DV Sadananda Gowda on Wednesday said that his government will be transparent to the core and promised clearance of files.

Gowda said that every official, in whatever level he might be, will clear files within 15 days.

“The files not cleared within 15 days will attract a fine of Rs100 per day. The deputy commissioners will go to the taluk offices once a week and the tahsildar will visit the hobli-level offices and ensure that his subordinates clear the files. This applies to the CEOs of the zilla panchayats and other officials,” he said.

An emotionally-charged chief minister was speaking after a rousing felicitation at his hometown Sullia. Gowda said that an open channel to his office would be launched soon to offer people direct access to a complaints cell which will be looked after by his “trusted officers”. The officers will brief the chief minister on a day-to-day basis.

Gowda made it clear that there will be a complete stop on the dhande (business) of transfer.

“I shall not transfer any state official till April. The official who is transferred in April can plan his and his family’s future. But in no case shall I entertain any mid-term transfer or out-of-turn transfer. Soon, there will be a transparent transfer policy,” he said.

Elaborating on his plans to bring about transparency in his government, the chief minister said, “Anybody can read me like a book on my website. Surveillance cameras will record all my meetings and movements in my Krishna and Anugraha offices. I have no hesitation to declare that I will be miles away from nepotism, corruption and high-handedness. This is a promise I make to the people of my village who have given me so much in life.”

He said, “I did not think of becoming the chief minister of Karnataka even in my dreams. But you (people) have given me the moral support. I shall not fail you; I will not let you down.”
