JD(S) leader seeks Lokayukta probe into BBMP funds misuse

Accuses BJP of shielding 12 horticulture officials named in technical committee report.

The JD(S) leader in BBMP council, Padmanabha Reddy, on Friday demanded a Lokayukta inquiry into the alleged misappropriation of funds by the horticulture department officials and accused the ruling BJP of shielding them.

He told reporters that the Technical Vigilance Committee under Commissioner (TVCC) report had revealed that `113 crore was misappropriated by 11 horticulture superintendents and one horticulture joint director, while on deputation, for works undertaken by the BBMP during 2010-11.

“Even though the report clearly mentioned the names of deputed officers involved, the ruling BJP government has not taken any action. I suspect that BJP MLAs and ministers from city are protecting the tainted officers,” Reddy said.

Reddy said that the special commissioner and the deputy commissioner (administration) had written letters to the additional chief secretary, urban department, to take action against the officers for involvement in misappropriation of funds.

The horticulture department officials mentioned in the letter are: joint director A Narayanaswamy,  superintendents Shivanna, Anjinappa, Doddakendegowda, Mohammad Asif Nayaz, and zonal horticulture superintendent of Dasarahalli, S Chandrashekar, South 2 zone DM Subbanna, West zone KN Shivaprasad Reddy, Yelahanka Mohamad Ali Pinzar, Rajarajeshwari K Om Prakash, Bommanahalli BC Anand and South zone Nagappa  Atoorkar.
“While five officers went back to their parent department, the rest are still working in the BBMP,” Reddy said.

“These officers, who came on deputation to BBMP, have pushed it into a loan whirlpool. While the BJP claims that all the misappropriation had happened during the administrative period, the TVCC report clearly states that the scam happened while the BJP was in power,” Reddy said.

The TVCC report has mentioned that during the 2010-11, nearly 1,685 works were taken up and `113.58 crore misused and 12 officials were involved in the misappropriation of the tender process.

“The shocking part is that the five of the officers named in the report have been sent back to their parent department, while the remaining seven are still working in various zones in the BBMP and no action has been taken against them,” Reddy said. The horticulture joint director had flouted all rules while calling the tenders, he added.
