City police commissioner Shankar M Bidari has drafted strict rules following the expose of the mafia behind illegal and bulk sale of cricket tickets in Bangalore. The order shall be called “Regulation of Sale of Tickets or Passes for Admission to the Places of Public Amusement (Bangalore City) Order, 2011”.

Bidari said that there was a specific provision in respect to sale of cinema tickets Under Rule 55 of The Karnataka Cinemas (Regulation) Rules, 1971, but there was no rule to prevent black marketing of tickets for cricket matches and music shows.

Some of the draft rules say ticket or passes for any place of public amusement should be sold or issued by a person in charge of the place by himself or through authorised agents. The person in charge will not sell more than five tickets to an individual or not more than 10 to a partnership firm and not more than 50 to a company. Sale of larger numbers can occur only if the jurisdictional police is intimated of the reasons for bulk sale.

The number of tickets sold or issued through the internet should not exceed 50% of the tickets proposed to be sold.

Those violating the rules could be liable for prosecution under Section 103 of the Karnataka Police Act, 1963. This order will come into force from the date of its publication in the official gazette of the state government.
