IOC in Rs 9000cr move to upgrade refineries

Says will meet Bharat IV norms once through

NEW DELHI: Indian Oil Corporation (IndianOil) said its petrol and diesel will be able to meet the next stage of environmental norms once it completes a Rs 9000 crore upgrades programme.

BN Bankapur,  director (refineries), IOC, said upgradation would be completed by December 2009.

The auto fuel policy stipulates that petrol and diesel supplied in at least 13 major cities should meet the Bharat Stage (BS) IV specifications from April 1, 2010, as compared to the present level of BS III quality.

The rest of the country would need to switch over to BS III quality from the present level of BS II.

“While IndianOil is meeting the present requirements of fuel quality for better environment, the company is gearing up to respond to the future needs as well,” said Bankapur.

IndianOil has projects like hydrocracker at Haldia refinery and diesel hydrotreater under resid upgradation project at Gujarat refinery for improvement in diesel quality.

Additional reactors are also being installed in the DHDT units at Panipat and Barauni to improve diesel quality standards and the projects were likely to be commissioned by December 2009, added Bankapur.

In case of petrol, quality upgradation projects at all IndianOil refineries have been initiated and may get commissioned by December 2009.

The National Auto Fuel Policy, approved by the Union Cabinet on October 3, 2003, broadly gives a road map for achieving various vehicular emission norms over a period of time and the corresponding fuel quality upgradation requirements.

The proposed policy addresses questions relating to auto fuels, availability, security of supplies, vehicle technology, emission reduction in a cost-effective manner, fiscal measures for minimisation of social cost of meeting environmental quality and institutional mechanism for certification of vehicles and fuels as well as monitoring and enforcement measures.
