No data on number of ind running without consent: Report

According to the report,48 to 60 per cent of the industries were flouting norms and running without consent during 2012-2017.

Rajasthan State Pollution Control Board does not have any mechanism to check and review the industries running without consent in the state. And, as a result,the exact number of such industries could not be ascertained.

This was revealed in the recently released report of the Comptroller and Auditor General of India on the economic sector of the Government of Rajasthan for the year ended March 31,2017.

“The number of industrial units in operation without consent of RSPCB could not be ascertained in the absence of data by the RSPCB,”the report said.

In the absence of availability of data according to the norms fixed for inspection,analysis of 17 category highly polluting units was conducted in four test-checked ROs.Two ROs did not furnish the required information for audit.

According to the report,48 to 60 per cent of the industries were flouting norms and running without consent during 2012-2017.

It was observed that inspections were carried out as and when the units applied for consent or on the basis of complaint received against the units.

Industrial units have to apply for renewal of consent granted within a reasonable period of its validity. According to Rule 15 of the Rajasthan (prevention and Control of Pollution) Rules, 1983, RSPCB has to maintain a consent register in Form VIII.

“During scrutiny of records of at RSPCB’s headquarters and six selected regional offices,it was seen that the RSPCB did not evolve any mechanism to keep a vigil on renewal of consent after expiry of the validity period. RSPCB was unable to produce the exact number of consent expiring during the audit period,”the report said.

GETTING THE NOD

According to the report,during a review of the records, 2,168 ‘consents to establish’ (CTE) permits were issued during 2012-15 by these ROs for establishment of industrial units in cities of their jurisdiction. During the same period,27,678 new industries,factories,and boilers were registered in the cities under the jurisdiction of the selected ROs. This was ascertained from the data of Department of Industries and Department of Inspection of Factory and Boiler.
