Report of the high level committee headed by him came under scathing attack from Delhi government which even called it a work of paranoia but the man in question – former CAG chief VK Shunglu – Wednesday refused to react to barbs thrown by the government headed by Sheila Dikshit.

“I don't comment. This is a free county and everybody has a freedom of speech. Everyone has a right to express their view,” Shunglu told DNA, while refusing to react on Delhi government's criticism of his committee's report.

Last week, the Manmohan Singh appointed Shunglu committee submitted its report on city infrastructure for the 2010 Commonwealth Games (CWG) wherein it indicted role of Delhi government, its chief minister Sheila Dikshit alongwith several of her senior officers and civic agencies like MCD, NDMC and DDA.

In a 19-page preliminary response released Tuesday, the under fire Delhi government called the report full of contradictions, anomalies and even malicious intentions. It said the report caused damage to the image of the (Delhi) Government and political executives failing to appreciate their efforts. The attack gained significance as Diskhit had met PM Manmohan Singh to discuss the Shunglu report Monday evening.

The government expressed its displeasure and said that the report has been made public without giving any opportunity to the senior officers and political executives of Delhi government, to rebut committee's observations.

It further said that the report's disheartening aspect is that it has “only tried to castigate each and every endeavour and malign all officers and political executives who worked selflessly.”

The government argued that Shunglu report blatantly hints that big contractors like Gammon India Ltd, Larsen and Toubro and Hindustan Construction Company were kept at bay in the PWD projects but it is “far from the facts.”

Taking a dig at that, the government said that in light of faith shown by the Shunglu committee in those three big companies, “one may suggest that a government directive be issued across the country to ensure the participation of these companies on their terms and conditions!”

“One wonders whether the committee has any conclusive evidence that these three companies are the most straightforward and efficient companies in India,” it added. HCC has built Mumbai’s sea link and is also behind the controversial Lavasa project. Gammon was blacklisted after the infamous accident at a Delhi Metro site which claimed several lives.

Promising to file a detailed and comprehensive reply to Shunglu's report very soon, the government has formed a committee of three of its senior officers. According to a Delhi government source, “The government is in a firefighting mode and is working overtime to prepare a point by point reply to Shunglu's report.”
