The crime branch on Tuesday filed a chargesheet in the metropolitan magistrate's court against eight accused in the dummy writers case. The chargesheet seems to indicate that former GSHSEB secretary HN Chavda was the mastermind of the entire scam.

The dummy writers scam came to light in March 2008 when two HSC examinees, Harsh Kotak and Komal Patel, both children of influential families, were found to have faked injuries to avail of writers for the examination.

The chargesheet says that Chavda had taken two officials of the flying squad along with him to help the students in answering their papers.

A teacher of AG high School, Kalpana Thakor, had said in her statement that during the examination on March 12, 2008, she was asked to supervise two students, namely, Harsh Kotak and Komal Patel. She was told that the students had injuries in their hands and, therefore, had been given writers.

When she was on duty, two officials of the flying squad came to the examination hall and started helping the two students answer their papers, Thakor said in her statement. She added that she had objected to this but was ignored.

According to the chargesheet, Thakor said she had tried to stop the officials from helping the students. But the officials told her that they had come with Chavda from Gandhinagar, and asked her to cooperate with them.

She was also told that everything was being done on the instructions of Chavda who was present in the school at the time. If she did not cooperate, Chavda would be unhappy with her, the officials warned her.

The chargesheet further states that when Chavda came on his round after sometime, he also visited the examination hall where he asked the officers of the flying squad to help the two students, and even answer the questions they could not answer themselves.

However, the entire conspiracy came to light two days later when, on March 14, 2008, education secretary P Panirvel came on an inspection and caught the two students red-handed.

The eight accused named by the crime branch in the chargesheet are Bhagwatsingh Ravat, Sanjay Patel, Dr Bhadresh Patel, Dr Jatin Sanandia, Muktak Kapadia, Pravin Kotak, HN Chavda and Raja Pathak.

The crime branch has further stated that all the accused had entered into a conspiracy to help the two students get good marks.

The chargesheet further says that the accused had conspired for this by providing fake medical certificates, giving fake squad member cards, allowing dummy writers to answer the papers and destroying evidence.
