A centre for Citizens’ Charter Bill was inaugurated in the hometown of chief minister DV Sadananda Gowda on Thursday.
The centre received the first application at 10.54 am.

The officials claimed it was the first application in the state accepted under the Citizens’ Charter Bill. Deputy speaker of the state legislative assembly, N Yogish Bhat, received the application, entered the applicant’s name in the system and handed over the receipt.

The applicant, RS Tara, is seeking a house-construction licence. Tara said she had planned to build her dream house a year ago, but was reluctant to approach the municipal office. She said the new system erased her apprehensions.

Bhat hailed the system as one that brings accountability and transparency in public service.

Although there was not much excitement in Puttur about the centre, 16 applications were received by noon. Shivalinga Kodanguli, chief officer of the Puttur Town Municipal Corporation, said this was a big number for a town of the size of Puttur.
It was only five days ago that the government officials in Puttur were asked to set up the centre.

Earlier, the centre was expected to be inaugurated in Kundapur in Udupi district. Sources said the centre was shifted to the CM’s hometown to ensure that the service delivery is of top-notch category, owing to the added pressure.

Additional deputy commissioner KA Dayanand said although the task requires more than a month, the officials were confident that the people would not be disappointed.

Officials in Kundapur, who had done preparations for two months, said setting up software for receiving applications was easy.
However, they said the back-office work, wherein the file has to be cleared and  sent back to the applicant within a couple of days,
is more important and  requires that the staff be trained.
