Much uproar had taken place after the incident on June 1 past year, wherein a 10-foot-tall stone wall collapsed on and killed 17-year-old Sanjana Singh on Bellary Road in Sadashivanagar. Apparently, after the incident, some insiders in the city corporation forged documents related to the wall to protect the contractor and engineers involved.

After the incident, the Bruhat Bengaluru Mahanagara Palike (BBMP) had suspended a few engineers for negligence in duty. However, a letter written by the then BBMP commissioner Siddaiah to the Lokayukta says that he suspected insiders in the Palike made attempts to save the culprits.

Siddaiah’s letter, dated July 5, 2010, to the Lokayukta technical cell chief engineer Anil Kumar says that he suspected the file related to the construction of the wall had been forged to protect the culprits. A copy of the letter is available with DNA.

The main contents of the former BBMP chief’s letters are: All the files related to widening of Bellary Road were with the assistant executive engineer, Ashwath Narayan Reddy. He was suspended two days after the wall collapse. The documents regarding the wall were seized from Reddy.

The original file, dated December 12, 2008, had 65 pages. However, the file that was seized from Reddy has 77 pages. The ink that has been used on page numbers one to 65 is different from the ink that has been used on the following pages, which suggests that those pages were added later on to cover up the irregularities.

Further, the ‘new’ pages do not find any mention in the index of the file even as the index lists out the contents of page numbers one to 65. The documents on page numbers 66 to 77 are about inspection of the wall, conducted by major roads chief engineer. However, unlike an authentic report, these documents have neither the signature of the chief engineer nor his report that says if the wall was built as per the norms.

Conspiracy
Further, Siddaiah’s letter said these developments suggested that there was an inside conspiracy to save the contractor and engineers at fault. The BBMP had ordered a departmental inquiry to find out who manipulated the file related to the wall.

When DNA contacted the additional commissioner (administration), BF Patil, who is handling the case, to ask about the developments in this regard, he said he was too busy to comment.
