Heated discussions continued in the Parliament on Thursday with the Vijay Mallya case as well as the Ishrat Jehan cases being discussed.

Leader of the Opposition in Rajya Sabha Ghulam Nabi Azad said, "Vijay Mallya is not a needle that he couldn't be caught. He can be seen for 1 km away. I accuse this government - why was Vijay Mallya not arrested, why was his passport not seized?"

Arun Jaitley in his reply said, "Vijay Mallya was given banking facility for the 1st time in 2004 even when his account wasn't in order. Why that happened is something the CBI is looking into." When Lalit Modi went abroad, Congress was in power and a case was registered under FEMA, he added.

Meanwhile, on the Israt Jehan issue Home Minister Rajnath Singh said, "The MHA is conducting a probe into circumstances of filing of second affidavit in Ishrat Jahan case and some documents going missing. Unfortunately, there was a flip-flop by UPA govt.There was an attempt by erstwhile UPA govt to dilute the fact that Ishrat was a LeT operative," he said.

Shashi Tharoor critiqued FM Arun Jaitley's Budget in the Lok Sabha interspersing it with one liners in Hindi. "I couldn't help feeling vindicated seeing govt using UPA ideas that they have been objecting previously," he said.

However, he added, "We welcome the increased allocations for Swachh Bharat campaign." 

"This govt has not done enough to set up systems to assist victims of violence and rape," he said.

"Last year, Mr Jaitley promised that 6 crore toilets will be built. Actual achievement is barely 10%, 62 lakh."

Responding to Rahul Gandhi's comment on Vijay Mallya, Finance Minister Arun Jaitley said, "There's a proper legal process that needs to be followed to prevent somebody from leaving the nation. Let the bankers take all the steps to recover their money. Must remind Rahul Gandhi of fact that there is a basic difference between Mallya leaving and Quattrocchi leaving the nation. The day Mallya left the country, banks had not started the legal process, it should've been better if they had done that."

Meanwhile, the Ishrat Jehan case also caused an uproar. "Not only India but the entire World is facing menace of terrorism today. Any issue related to terrorism shouldn't be politicised. Be it Ishrat Jahan's case or any other such case, there shouldn't be flip-flop by any government," said Home Minister Rajnath Singh in Lok Sabha.

He added, "But there has been a flip-flop by the previous govt with regard to the Ishrat Jahan's case. David Headley's statement is only a reaffirmation of what UPA govt said in its earlier affidavit."

Meanwhile, Congress MPs led by Sonia Gandhi staged a walkout in Lok Sabha over the Vijay Mallya issue.

Vice President Rahul Gandhi said, "The question is, how did a man who stole Rs 9000 crore leave the country. Neither Modi ji nor Arun ji gave an answer in the Parliament. They talk about bringing back black money, then how did they allow this?"

Minister of State (MoS) for Parliamentary Affairs Mukhtar Abbas Naqvi said the government will not let liquor baron Vijay Mallya escape with the money of Indian citizens. Naqvi told ANI, "We will get hold of Vijay Mallya, we will not let him escape like this. Anyone who has siphoned nation's money illicitly we will not let them live in peace."

Meanwhile, questioning why Vijay Mallya was allowed to leave the country, Jairam Ramesh said, "The question is not about who gave loans to Mallya, the question is why was he allowed to leave India. Banks did not file case till 5 March, when AG told that Vijay Mallya left the nation."
