NEW DELHI: The Group of Ministers, grappling with the issue of reservation in elite institutions, will submit its report to Prime Minister Manmohan Singh on Saturday.

There are indications that it favours increasing the number of seats and implementing it in phases.

Defence Minister Pranab Mukherjee, who heads the group, told reporters after a meeting of the Cabinet Committee on Security that he and P Chidambaram reported to the prime minister the "progress" on its work.

"I will see the papers (report) and send them by Saturday morning (to the prime minister)", he said.

In the morning, after the group's meeting, he had told reporters that they were working out some figures.

"Increase the number of seats in institutions and create new institutions. Financial implications will be worked out," he said.

Sources said the government was toying with the idea of implementing the proposal of increasing the seats and reservation of 27 per cent seats for backward classes in institutions like IIMs and IITs in a phased manner, say over a period of three years.
