Pass effective Lokpal Bill in Winter Session itself: CPI(M)

The CPI(M) is hopeful that an "effective" Lokpal Bill will be passed in the Winter Session of Parliament but says the government draft of the proposed legislation not upto the mark yet.

The CPI(M) today voiced hope that an "effective" Lokpal Bill will be passed in the forthcoming Winter Session of Parliament but suggested that the government draft of the proposed legislation should be set aside as it is not upto the mark.

"The Central Committee of CPI-M demanded that an effective Lokpal law be adopted in the Winter session  itself. There should be no further delay in the matter," CPI-M General Secretary Prakash Karat told reporters.

The CPI-M Central Committee held a three-day meet which concluded here today. During the conclave, a number of current issues as well as organisational matters were discussed.

Karat insisted that his party has always been in favour of an "effective" Lokpal and not the one proposed in the government draft of the Bill.

He maintained that the Standing Committee dealing with the issue should set aside the format of the government Bill.

CPI-M will discuss the Bill at the "appropriate time" and is willing to look at other drafts of the proposed legislation.

"I have only said do not delay the matter.... It is for the government to take a call. I don't understand why they are delaying it," Karat said.

The party also took potshots at Prime Minister Manmohan Singh on the issue, stating that the views expressed by him appear to be delaying tactics.

The Left party wants that the grievance redressal mechanism need not be part of the Lokpal and there can be a separate Bill for that.

Karat said not all suggestions made by CPI-M will be accepted in the final draft of the Bill but indicated that this would not deter it from making its contribution to the passage of an "effective" Bill.
