Noting that the situation in Jammu and Kashmir is getting better, National Security Advisor (NSA) Ajit Doval on Saturday said that restrictions can only be lifted only when Pakistan 'behaves'.

Addressing to the restrictions concern in J&K, the NSA said that the right to life is the most important human right. Safety of people is the most important priority of the government. Reasonable restrictions are necessary for peace and protection of life.

Giving a historical perspective on Article 370, National Security Advisor Ajit Doval said, "Constituent Assembly of India had representatives from all over the country, including J&K. Constitution-making is the sovereign right of Nation."

"Article 1 of the Indian Constitution included J&K as a State of the Union. Article 370 only article out of 395 Articles in Constitution, which was Temporary. Constitution-making and Amendment is totally an internal matter. The accession of J&K predates inclusion of Article 370 in Constitution."

On the current curbs on communication, he said "if the threat level is high then protection level should also be high. Reasonable restrictions are required for ensuring peace and protection of Right to life," he said.

"Pakistan sponsored terrorists are making all efforts to prevent the restoration of normalcy. It is evident by the killing of civilians and putting threatening posters," Ajit Doval said.

National Security Advisor Ajit Doval on Saturday said that Pakistan has never objected to the inclusion of Jammu and Kashmir as a State of the Union or as an integral part of India in Constitution.

National Security Adviser (NSA) Ajit Doval on Saturday said that in the past one month starting from August 5, 2019, it has been for the first time since 1988 that not even a single bullet has been fired in the Valley.

 

Doval was speaking to national and international journalists on the situation in Jammu and Kashmir (J&K) and addressed issues like restrictions in the Valley, how the situation was getting normal after the abrogation of Article 370.

 

"I think the situation is getting much better than what I anticipated. Only one incident is reported on August 6 in which one young boy succumbed to his injuries. He did not die of bullet injury. Post mortem report says he died because some hard object that hit him. In so many days, only one incident has been reported and it may be noted that we are talking about the terrorist infested area," Doval said.

Measures to restore normalcy in J&K:

  • Essentials supplies ensured
  • Hospitals: OPD more than 4 lakh open, admissions 35,000 and surgeries 11,000 done since August 5.
  • Telecom connectivity: Landlines 100% open J&K, moble 100% open in Jammu and Ladakh. Two districts (Kupwara, Handwara) of Kashmir.
  • Internet Kiosks in all 10 districts of Kashmir with a minimum five terminals working. 
  • In addition to the ticketing counters at the airport, 12 counters with internet have been established at Tourist Reception Centre, Srinagar for convenience of the general public and tourists. It can be used for e-tenders, private contractors, students for filling forms, government departments, other development works etc.
  • A media center at Srinagar with internet facility.
  • Movement restrictions: 92% area free in entire J&K. Only 11 police station areas out of the total of 199 stations in J&K are left with limited restrictions.
  • Haj Pilgrims are facilitated, more than 10,000 Hajis to return.
  • Apple transported 1.67 lakh metric tonnes.
  • School open till Class 10.
  • Banking and ATM facilities: More than Rs 98 crore disbursed through JK Bank ATMs only. 
  • Examinations Scheduled and students being facilitated
