The respective states need to strengthen their boards and reduce the pendency of cases. The ideal scenario will be where most cases are resolved at the Juvenile Justice Board level and higher courts have to deal only the most heinous of crimes. The condition of JJBs is better in Maharashtra as all 36 districts have them. They also have a committee of five sitting High Court judges to monitor the implementation of Juvenile Justice Act. This has also reduced the pendency of cases in the state.
