So the 10 districts of Telangana were split into 31 on Dussehra. They hope that this will make it easier to deliver the development promised by the Telangana movement. One country that's being held up as a success story resulting from smaller administrative units is Switzerland.

Switzerland comprises 26 cantons, each with its own government and laws. The cantons take decisions on matters such as education and health, with the larger federal government taking decisions on foreign policy and security.

One issue with replicating the Swiss system in Telangana is that it would mean devolving several responsibilities of the state government down to districts, an action which might not even be allowed by the Indian Constitution.
While no one would want the Telangana government experiment to fail, if the reorganisation was done in the belief this would remake the state into another Switzerland, there's still a long way to go before that can happen.
