Admissions to degree courses in the city and state are almost done with. As part of the process, students have submitted their certificates and their domicile documents to the institutions of their choice. This stage is where difficulties present themselves to many children living in shelter homes. Since many of them are brought to the shelter homes from outside the state, they are not eligible for domicile certificates, which is one of the documents required for degree course admissions.

Fr Noel Pinto, director of the Sneha Sadan home for homeless children at Andheri, has witnessed this problem. He told dna, "We come across such instances in the cases of children who are brought to us at an older age and from outside the state. Those children face a problem in getting domicile certificates. The government should relax the rules for orphan children and their education."

Akash Yadav, (name changed), one of the candidates seeking admission to an engineering course, said, "I am from outside Maharashtra and I started living in one of the shelter homes in Mumbai. Today, I am seeking admission in the second year of engineering through Centralised Admission Process (CAP). But I cannot apply to any colleges, as I don't have any of the three important documents- birth certificate issued in Maharashtra, parents' domicile certificate issued in Maharashtra, or my domicile certificate. I am not eligible to apply for domicile certificate, as I came to Mumbai in 2006. Because I am an orphan, I don't even have the relevant documents issued by my home state."

According to Yadav there are many in his condition.

SK Mahajan, Directorate of Technical Education, said, "One needs some documents to be eligible for CAP round. If not then the candidate can apply through OMS, that is outside Maharashtra state candidature type. If not that either, then there is only one option: to apply offline. "
