Only if the Indian Railways planned and implemented Parel Terminus, lives could have been saved. It has taken five years for starting work on the Rs 51 crore Parel Terminus — whose sole purpose is to cater to the ever-increasing crowd at Elphinstone Road and Parel.

The work on Parel Terminus includes construction of five platforms with cover overshed, widening of Down and Up local line platforms to 10 metres, providing a new foot-overbridge (FOB) in the middle of the platform connecting East and West to all the platforms. This new FOB could have been the answer for the thousands of people using the two stations every day.

In 2011, the Central Railway (CR) proposed Parel Terminus. In May 2016 the erstwhile Railway Minister Suresh Prabhu laid foundation stone and it only started in March 2017. At the site, there are piles of stones, shrubs and plants, blocks of cement which are lying between raised cemented platforms right next to the rail tracks. This is barely 100 meters or even less that has been built.

There is route relay interlocking that has been built but otherwise it is nothing less than a skeleton. The present pace of work shows the sorry state of affairs and seriousness of the government to implement projects that actually matter to the city. "We are aiming to complete work on Parel Terminus by 2020," said a CR official.

This shows the slow speed of work and what is in store for people who struggle to reach their offices at areas like Parel, Elphinstone Road, Worli, Prabhadevi where offices and commercial spaces have mushroomed. There are patients going to KEM, Gandhi hospital who also come to Parel and Elphinstone Road who will struggle for next 3-4 years.

The project is crucial to decongest Dadar station, besides helping CR and WR to manage a crisis situation in case of disruption of services. Sources said that they are still working out the sequence of rail lines that will enable them to cater to both these stations. "We have been following up and reminding the railway authorities for 5-6 years now. But they are moving at snail's pace," said Subhash Gupta, member, Zonal Rail Users Consultative Committee.

Parel Terminus is a part of the Rs 800 crore fifth and sixth line project funded under the Mumbai Urban Transport Project-II.
