DNA SPECIAL: ISIS drive to rope in J&K clerics irks Pak-based terror groups

Central Intelligence Agency has claimed the recent activities of IS-linked terrorists have led to discontent among terrorist cadres recruited and infiltrated in the valley by Pakistan's deep state.

The pro-Islamic State (IS) terrorists' aggressive drive in Jammu and Kashmir (J&K) to rope in clerics of local mosques in their ranks for endorsement and funds has irked Pakistan-based terror groups, triggering infighting among the terrorists in the valley. Pro-IS terrorists want clerics to pledge their allegiance to so-called caliph Abu Bakr Al Baghdadi in order to establish a caliphate in Khorasan region, which historically comprises of territory covering parts of Iran, southern Turkmenistan, and northern Afghanistan and parts of India. Central Intelligence Agency has claimed the recent activities of IS-linked terrorists have led to discontent among terrorist cadres recruited and infiltrated in the valley by Pakistan's deep state.

Though less in numbers, currently not more than 10 members are active, these self-radicalised terrorists — claimed to be affiliated with the Islamic State's Hind (Indian) Province (ISHP) — have adopted a new modus operandi: first to join the Pakistan-based terror groups like Lashkar-e-Taiba (LeT), Hizbul Mujahideen (HM) or Jaish-e-Mohammed (JeM); get arms training and funds; snatch/run away with arms; and subsequently declare their allegiance with ISIS or ISHP, the Agency sources revealed.

"This has irked the Pakistan-based terror groups active in the valley, leading to direct clashes with ISIS groups," said a senior officer adding, "In last three years, a total of 27 terrorists, who had joined Pakistan-based terror groups initially, have been identified who had ditched the groups and had then declared allegiance with ISIS."

He explained that most of them have been killed by security forces though a few are still remaining.

Unlike JeM, LeT and HM have been getting funds in huge sums from Pakistan for years, except last two years. After a crackdown on terror funding, these pro-IS terrorists have no means to fund their acts, except by threatening and appealing to the local mosques. In the last six months, JeM has received maximum money from Pakistan compared to other terror groups like LeT and HM.

The members of JeM, LeT and HM feel the pro-Islamic State terrorists are trying to capture their space in the valley and creating problem for the ideological cause they have been fighting for the last three decades.

On Thursday, at Bijbehara area in south Kashmir's Anantnag district, the security forces found a body of a terrorist and apprehended another in injured condition. It happened because of fight between ISHP and LeT members.
