The Gujarat High Court has sought a reply from the Institute of Infrastructure, Technology, Research, and Management (IITRAM) and the state government, after a Public Interest Litigation (PIL) questioning the validity of the institute's 2019-20 MTech admission process.

The division bench of Acting Chief Justice AS Dave and Justice Biren Vaishnav issued notices to the institute and the state government directing them to file their replies in the matter by June 26.

The petitioner, Sandeep Munjyasara, approached the court claiming that the institute, being a government entity, was supposed to approach the state's Admission Committee for Professional Courses before initiating the MTech admission process. The committee was formed by the state government under the Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) Act.

REPLY FROM IITRAM, STATE SOUGHT

However, IITRAM initiated the MTech admission process on May 1, without participating in the centralised admission process conducted by the committee.

Munjyasara claimed that he made a representation to the institute as well as the committee on May 1 to stop the admission process immediately. However, the institute, in a reply dated May 8, claimed that it is competent enough to carry out the admissions without approaching the committee. The petitioner, thereafter, moved court alleging that the institute is violating provisions of the Act, which is also in clear violation of the various judgments of the apex court, as well as the Gujarat High Court.

Munjyasara has appealed to the court to stay the admission process so that the career of students who have applied for admission in the institute is not affected. He has also requested the court to penalise the institute for the alleged violation of norms and court judgments. This apart, he has requested the court to nullify the entire admission process.

'Institute violating norms'

According to Munjyasara, the committee is the responsible body which carries out the centralised admission process in the state for professional courses. He claimed that the centralised admission process for MTech admissions is usually initiated by the committee by June-end or early July. The petitioner claimed that allowing the institute to do so will bring back the old system, whereby students had to face harassment of filling forms for every college during the admission season in the absence of a centralised system. Munjyasara said the committee was formed by the government to put an end to the old system of admissions in professional courses.
