Gujarat: Backed by RTI, NSUI questions appointment of vice chancellors in universities

In a major development, the National Students Union of India has written to Gujarat Governor over the appointment process of vice-chancellors (VC) in universities across the state. The letter has been written based on a response from University Grants Commission (UGC) on appointment of VC's in universities. Amit Parekh, general secretary, Gujarat NSUI had filed an RTI seeking appointment process of VC's.

In a major development, the National Students Union of India has written to Gujarat Governor over the appointment process of vice-chancellors (VC) in universities across the state. The letter has been written based on a response from University Grants Commission (UGC) on appointment of VC's in universities. Amit Parekh, general secretary, Gujarat NSUI had filed an RTI seeking appointment process of VC's.

Parekh said, "In my RTI, I sought details whether appointment of the VC is done as per UGC norms or state government norms and the requirements for VC. To which, UGC replied that the appointment is done as per UGC norms and the person should serve as a professor for ten years."

With regards to the RTI response, I have written to the governor seeking intervention for appointments that violate UGC norms, especially appointments of Harshad Patel as vice-chancellor of Indian Institute of Teachers Education (IITE) and Jatin Soni as vice-chancellor of sports university. Patel was an assistant professor before being appointed as VC and same goes for Soni", Parekh said.

In his letter, Parekh has sought reappointment of VC's in both universities.

MN Patel, provost, Parul University said, "Norms of UGC should be followed, but some necessary changes need to be made in the statute by ensuring that non-qualified people do not get on to such a higher post."

An academician said, "There are 5-6 universities that have VCs whose appointment has been done violating UGC norms. These are very junior level people who are not fit to head a university but have strong links with the present political party."

Himanshu Pandya, vice-chancellor of Gujarat University, said, "As per UGC norm, a person with highest level of competence, integrity, morals and commitment is to be appointed as VC. An academician with a minimum of 10 years of experience as professor in a university is qualified for the position."
