Why are BMC elections so crucial for the Congress?
Apart from political mileage, what really concerns me is to bring about a change in the work culture in the municipal corporation, which has become embroiled in Shiv Sena-BJP politics. Look at the living standards of people in the city. What is the justification for poor roads, drinking water problems and lack of transport system?

But isn’t it the outcome of disproportionate population growth that has burdened the city’s infrastructure?
Yes. But a lot more could have been done with a sincere effort. There cannot be any justification for potholes when you have a massive budget allocated for the BMC. Why is drinking water denied to the people who pay taxes? More provisions through the river linking project top our agenda to make the city water surplus.

How do you explain the generous Floor Space Index (FSI) policy that has overburdened Mumbai’s civic amenities?
Mumbai is a city in league with Tokyo, Hong Kong and Shanghai. If we study these cities, we will realise the FSI sanctioned there is much higher — up to 10. There is no alternative to the city’s vertical growth because of lack of space. The sprawling slums dotted across Mumbai will have to be accommodated in buildings to acquire land originally meant for gardens, hospitals, schools, hospitals and roads. In Shanghai, it takes them only 24 hours to complete slum rehabilitation. In Mumbai, we have to approach every problem gradually.

What about the transformation of Mumbai into an international financial centre?
It will require major amendments in financial laws to be undertaken by the Centre. And that will take some time. At my end, I can only take up the matter with the Centre.

But Congress election manifestos keep extending the slum cut-off year?
I can say with certainty that there is no change in our policy on slums. The protection up to 2000 which was granted in the last elections stays. What we have said is that all structures till 1995 will be considered for free housing.

How would you equate Marathi versus migrant plank in the BMC polls?
I believe in pursuing the development plank.

Are north Indian migrants safe in Mumbai?
As the head of the government, it is my responsibility to ensure safety of every citizen. Why make a distinction?
