'The Hunger Games: Mockingjay - Part 1' teaser trailer released starring Jennifer Lawrence, Liam Hemsworth and Josh Hutcherson

The Capitol has a message for the people of Panem.

In it's first teaser to 'The Hunger Games: Mockingjay - Part 1,' Panem's president Coriolanus Snow (played by Donald Sutherland) officially addresses the people of Panem, meanwhile, Peeta (Josh Hutchreson), who was taken by the government in the last film of the franchise, can be seen sanding next to the president. Snow, calm but with a stern warning to  the nation ensures that it will not end will for those resist the Captiol's orders and beliefs.

"Ours is an elegant system, conceived to nourish and protect," he says. "Your district, the body. The Capitol is the beating heart. Your hard work feeds us and in return, we feed and protect you." However, he warns, "If you resist the system, you starve yourself. If you fight against it, it is you who will bleed."

"Panem Today. Panem Tomorrow. Panem Forever," Snow ends his message, with Peeta turning his gaze toward the camera.

Peeta, who was captured along with Johanna and Enobaria during the chaotic Quarter Quell rescue plan while Katniss and company escaped, looks off into the distance before staring blankly at the audience at Snow's final word.

The film, due to release on November 21, picks up where Catching Fire left off, with Katniss (Jennifer Lawrence) making a new home in District 13 after finding out her District 12 was burnt to the ground after she and her supporters rebelled against the Capitol.

Meanwhile, Peeta (Josh Hutcherson) is being held captive at the Capitol in an attempt to turn him against Katniss as part of Snow's (Donald Sutherland) master plan to thwart any rebellion and the Capitol's downfall.

Mockingjay, Part 1 will introduce Julianne Moore as President Coin, who leads District 13, and will also star the late Philip Seymour Hoffman as gamemaker Plutarch Heavensbee.

Hoffman nearly finished shooting all of his scenes before passing away in February. He will appear in both Mockingjay films, the latter of which will come out in November 2015.
