Gujarat University V-C a swindler?

The vice-chancellor of Gujarat University, Dr Parimal Trivedi, is in the eye of a storm. Gujarat University police have received complaints of financial irregularities against the V-C.

The first one deals with a scam of around Rs4-5 crore relating to purchase of university question papers, answer sheets, and other exam related stationery. The second issue deals with bank deposits worth Rs100 crore of the university, lying with the State Bank of India (SBI). Half of these deposits had been withdrawn prematurely by the vice-chancellor, which attracted a penalty of 1% from the SBI. For seven months since the withdrawal, there was no sign of the withdrawn amount. The vice-chancellor, after this period, deposited it into different banks.

The FIR alleges that Trivedi entered into a one-time settlement with the self-financed colleges on the issue of depositing a mandatory Rs5 lakh development fund. University rules state that colleges are supposed to deposit the money annually but Trivedi entered into a one-time settlement with the colleges and pocketed the amount provided by them.

The complainant alleges that Trivedi also made money in allotment of extra seats to self-financed colleges. Trivedi allegedly allowed colleges to add extra seats without paying the mandatory Rs50,000 to be paid to the varsity for every seat.

The complainant Pradeep Prajapati had to run from pillar to post to get his complaint registered with police. He ran from GU police station to DCP office, the commissioner office, and the office of DGP. All efforts went in vain after the Anti Corruption Bureau (ACB) also refused to look into the case. DCP office sent reminders to University Police station, which didn’t file the complaint.

Finally, Prajapati knocked the doors of ACB special court, which asked University police station to register Prajapati’s complaint.

Prajapati's allegations

  • Wrongdoings in awarding a contract for answer sheets, question papers, and other exam stationery to a particular company
  • Irregularity in depositing half of Rs100 crore FD amount after premature withdrawal
  • Giving a free hand to self-financed colleges to add extra seats
  • Settling for a one-time fee from self-financed colleges in development funds, contrary to the rule of depositing 'development funds' annually
