The United States said on Monday that North Korea's decision not to respond to a South Korean military drill was in line with normal international behavior and showed there was no basis for hostility.
"This is the way countries are supposed to act. The South Korean exercise was defensive in nature. The North Koreans were notified in advance. There was no basis for a belligerent response," State Department spokesperson PJ Crowley said in an emailed statement.
