Ukrainian government has granted self-rule and amnesty to pro-Russian separatists in eastern regions of Donetsk and Luhansk.Various ministers criticized the law affecting the eastern regions and called it as 'capitulation'.The Russian separatists have been fighting Ukrainian troops since April.According to the BBC, Russia said that it needed to increase troops in Crimean peninsula that was annexed by Moscow in March this year.Ukraine and the Western countries have constantly blamed Russia for backing the rebels with heavy weapons.
