"We had to take this decision because the situation in Egypt is not stable," UIPM's competition director Iris Vlahoutsikou said from the federation's headquarters in Monaco.
"The Egyptian officials have told us they just wouldn't be able to host the championships this year so Moscow was selected instead," she added.
"It's still in the early stages and we don't have the dates for the competition yet but most likely it will be held in late August or early September."
It is the second time in two days the Russian capital has been picked to host a major international competition because of problems in other parts of the world.
On Thursday, the International Skating Union said Moscow would host this year's figure skating world championships after Japan was forced to abandon its plans to stage the event following the deadly earthquake and tsunami.
The figure skating competition will be held from April 24 to May 1.
