Education minister admits corruption and lack of transparency in process
Admitting there was corruption in transfers, minister for school education Rajendra Darda on Sunday said the transfers would be effected in a decentralised manner henceforth.
He was addressing the convention of the Maharashtra State Gazetted Officers Federation. Minister of state for school education Fauzia Khan presided over the function. Director of education Sarjerao Jadhav, Maharashtra State Council of Education (MSCE) Mahaveer Mane, president of the federation Dynaneshwar Junnarkar, general secretary of the federation Vishnu Kamble and SP Jaiswal were also present.
Darda said, “We have completely stopped the `dukaan’ (business) of transfers and henceforth the transfers of the junior level employees or officials could be dealt with by education officers and the subject of transfers of only joint directors, directors could be handled at the department level.”
The federation had demanded decentralisation of transfer rights to bring in transparency in the entire transfer process.
Expressing the need for quality education, Darda said the state government has come out with a government resolution (GR) for removing the burden of non-education related work on teachers. It was the responsibility of the federation to ensure that this time is utilised for imparting quality education. He said that unless the additional teachers are accommodated, the additional posts cannot be sanctioned and directors with various departments within the school education department should take steps for accommodation of such teachers within eight days.
Both Darda and Fauzia Khan expressed displeasure at lack of inspection of schools leading to deterioration in quality of education and implementing right to education effectively. Khan said that inspection of the school used to be an affair where everyone including teachers, students and headmasters used to be under tension but there are either no inspections or very few inspections. She said there was need for inspections for improving the quality of education.
Vacancies to be filled in a week’s time
Minister for school education Rajendra Darda said that all the six vacant posts of directors for the important boards under the school education department would be filled up in a week’s time. The six posts of directors including director of education (primary, secondary), Balchitravani, Balbharati, director of education (adult and minorities) and director for examination council are vacant and officers with additional charge are handling the work for these posts.
