Police commissioner Gulabrao Pol said that though the police are trying to promote discipline among the Ganesh mandals by reducing the timings of the immersion procession, he feels that the police should avoid imposing restrictions on them during the fest.
Pol was speaking to the media persons at an interactive session organised by the Pune Union Working Journalist on Sunday.
Pol said, “The problem will not be solved by mere imposing restrictions on the mandals. In fact, it will provoke them to defy the law more. I believe in self-discipline and have asked the mandals to prepare their own code of conduct and abide by it. This approach is definitely getting a good response.”
Pol added, “This year we held a meeting with the mandals and showed their representatives some of the video clips recorded during last year’s immersion procession. These clips showed the use of bullocks to pull heavy chariots, unnecessary use of gulal and other discrepancies in the immersion procession. We asked the mandals to reflect over these issues. And the mandals have promised me that this time they will be more cautious.”
He said, “Some of the mandals still want their chariots to be pulled by bullocks. We have asked them to use the animals for only two hours and then arrange for tractors to pull the chariots. We told them that the law doesn’t allow cruelty to animals. Besides, we also pointed out that the animals might get panicked and go berserk due to bursting of fire crackers and use of gulal. The mandals have agreed to this.”
Pol hopes that the timing of the immersion will be reduced this year. “I have noticed that some mandals join the procession on Laxmi road which delays the procession, thereby causing traffic congestion. Therefore, we have appealed to the mandals to take out processions in their respective areas and immerse the idols locally,” he said. He added that the manpower available with the police is less. “We would be getting reinforcement in the form of 5,000 students from the University of Pune and 200 NCC cadets who have volunteered to help us. Besides, the state reserve police forces will also be deployed. We are also expecting sports bodies to send more volunteers.”
Pol is also contemplating the use of power under the Bombay Police Act, wherein he can appoint two to five members of mandals as special police officers. “If any issue arises, these special police officers will try to resolve it there and then,” he said.
