The Train Management System that the Central Railway spent Rs 32 crore on in 2009-2010 proved to be of little use on August 29, as authorities were unable to relay information on train movement to motormen and guards.
Central Railway's (CR) Train Management System (TMS) is incomplete in a way that unlike the Western Railway's TMS system, it cannot disseminate information to the motormen and guards.
This is the reason why thousands of people were stranded inside local trains on August 29, when it rained heavily.
The CR installed this TMS at the Chhatrapati Shivaji Maharaj Terminus (CSMT) with an intention of monitoring and keeping eye on every train running on the suburban section.
"The TMS does not allow the control room to connect with motormen and guard. They use mobile phones for communication. We do not know why it was not provided but we shall now work on it to improve this system," said Ravindra Goyal, Divisional Railway Manager (Mumbai), Central Railway.
This is a big flaw in their system as the passenger information system (PIS) is incomplete without it. Of the CR"s total fleet of 145 rakes, 112 rakes are of Siemens-make and have PIS installed and everyday advertisements are played and other announcements made. However, these cannot be optimally be used as motorman or guard has to wait for a call from control room instead of direct mapping of actual status on tracks.
WR, on the other hand, has this facility in place with their TMS. Whenever there is a disaster, the TMS sends the actual position to the control room, which then is distributed to all the motormen/guard on their walkie-talkie.
The 35 Electric Multiple Unit (EMU) rakes of CR and seven EMU rakes, two LHBs and two ICF-make long distance trains on WR got marooned in the middle of tracks as they could not run on water logged rail lines. On CR, this has resulted in lesser trains on tracks.
