The state government has roped in Tata Institute of Social Sciences (TISS) as a consultant to conduct ground-level studies and prepare sustainable development goals to improve human development index (HDI) in 27 talukas of 13 districts under the human development programme.
State Planning Department officer told DNA, "The MoU was signed between TISS and the Planning Department to conduct capacity building and training workshops in these districts. TISS will also do micro planning for expediting the growth and promote skill development.'' He informed that TISS is expected to conduct institutional mapping, provide knowledge support for creating electronic system and subsystems for data collection analysis, monitoring and evaluation with dashboards.
The officer admitted that lack of credible ground-level data has been identified as one of the key drawbacks. "TISS will be engaged in the collection of robust data on demographic and socio-economic indicators. Identifying data gaps and finding innovative solutions to address them is the next step,'' added officer.
TISS is expected to complete its assignment in nine months. The government has issued a notification in this regard on January 18. TThe list of 13 districts includes Nandurbar, Jalgaon, Jalna, Hingoli, Buldhana, Akola, Amravati, Yavatmal, Nagpur, Bhandara, Gondia, Chandrapur and Gadchiroli.
The micro action plan and related reports being carried out by TISS will be part of the 'Action Room on Poverty' launched by the state government jointly with the United Nations in 125 talukas under Human Development Programme.
The action room to fight poverty works mainly for human resource development in areas such as education, sanitation, quality of life, health, among others. Besides, it is instrumental in boosting the generation of agriculture-based employment by laying emphasis on agri-businesses and value chain development.
