Former city police chief and member of Parliament from BJP, Satyapal Singh owes the state government Rs48,420. The amount is penalty money due for the no-objection-certificate. He had not paid for procuring the NOC before giving his flat on rent. 

The information came to light when RTI applicant Anil Galgali sought the information after inspection of RTI documents. As per a letter from the collector's office dated January 28, 2015, Singh 

was informed that his application of 2013 for NOC cannot be processed because he has not paid money from 2003 to 2013. 

Singh owns a flat in Patliputra Co-Operative Housing Society in Andheri. The society has come up on government land. As per rule, before giving it on leave and license, the flat owner has to take an NOC from the collector's office. However, unlike some other serving and retired IAS and IPS officers, the Singh did not pay the amount. 

The collector office letter stated that they will not be giving any NOC unless he clears the dues. Galgali claimed that there was no follow up done by the collector's office when he inspected the documents. 

Suburban collector Shekhar Channe did not respond to calls and sms from dna. “The money will have to be given to the collector's office. They talk of ethics and earn so much as rent but still are wary of giving government its share of the little money they charge. In most cases, these people have taken government quarters and also a house. The government should come out with a rule that those officers who have a flat in city limits or Thane are not allowed to take a quarter, so that space is available for those officers who come from other places,” said Galgali. 

Satyapal Singh, in an sms reply said: “Was in Parliament session pl. I have not received any notice. Whenever got any demand from any quarter, is paid immediately in given time.
