Education dept asks district administration to improve facilities in primary schools.
The state school education department has directed its district-level administration to improve the infrastructure in schools after recent statistics placed the state 19th in terms of infrastructure in primary schools among other states.
The statistics also revealed that the state has only 3.5% schools that are compliant with the Right to Education (RTE) Act and 2.23 lakh children are still out of the school. At least 20% of the state talukas in four districts have a literacy rate below the national literacy rate (74.04%), though the state literacy rate is 82.9%.
The school education department recently launched an initiative to ensure that the goals set under the RTE Act are met in due time by March 31, 2013.
“We are aware about the weaknesses in the system and are determined about plugging the gaps,” said JS Sahariya, additional chief secretary, school education. “Our schools lag behind in terms of infrastructure on a national level, but that is because the number of schools is too high. We have taken the issue very seriously and the district administrations have been directed to improve the schools.”
It was also discovered that of the total 1,00,084 primary schools, 3,568 have less than 10 students, while 1,415 schools have an enrolment of less than 1,000 students.
According to a departmental study on the trends in primary schools between 2006 and 2012, 7% of the students from government schools switched to private schools, while 10 % of class I students in Marathi-medium schools tend to switch to English-medium schools.
The department is struggling to find competent teachers, which has proved to be a hurdle in improving the standard of education. The government has planned special Diploma in Education (D.Ed) colleges which will focus on producing quality teachers.
He said that the department was taking help of NGOs and local bodies to bring the children to classrooms.
Sahariya added that the state government outlay on school education also needed to be increased. Of the total plan and non-plan outlay of Rs30,000 crore, a whopping Rs27,000 crore are spent on the salary of teachers. Of the plan outlay of Rs3,000 crore, which are spent on schemes and development works, the share of the central government is Rs2,100 crore.
“The state share is Rs900 crore, which is lesser in comparison to other progressive states. The outlay is expected to go up to Rs1400 crore,” he said.
