No takers for Maharashtra's land pooling plan

RTI application has revealed that not even a single private landowner has opted for land pooling scheme for giving up their land for Expressway but all have opted for money in exchange for the land.

While more than 50 per cent land for the construction of the 701-km-long Mumbai-Nagpur Expressway has been acquired, information accessed by DNA via Right To Information (RTI) application has revealed that not even a single private landowner has opted for land pooling scheme for giving up their land for Expressway but all have opted for money in exchange for the land.

This may result in a sudden influx of capital in the rural population of ten districts from where the Expressway passes by.

Information obtained under RTI, Maharashtra State Road Development Corporation (MSRDC), that is executing the project, revealed that out of the total 14,979 landowners that gave their land, none opted for the land pooling scheme and went ahead with money in lieu of land under the direct purchase scheme.

MSRDC in the RTI reply, said, "The landowners are voluntarily participating in the direct purchase scheme and landowners in land pooling scheme is nil. Under direct purchase scheme of private land 4667.12 hectares private land of 14,979 landowners is purchased by executing 8,056 registered sale deeds and compensation of Rs 3,901.51 crore is paid till March 17, 2018."

Under the direct purchase scheme, MSRDC is offering five times the rate of the prevailing ready reckoner rate of a particular area in case an individual offers their land voluntarily. Under the land pooling scheme, the landholders get around 30 per cent of the developed land at least after 10 years. "This could be one of the reasons why landholders are taking the money now rather than waiting for 10 years," said an official from MSRDC.

The scheme was floated by the state government wherein landowners are made partners and offered a certain ratio of developed land 10 years later in exchange for giving their land for the construction of the Expressway.
