Commissioner says manufacturer cannot be held responsible for the activities of the end user

NAGPUR: Even as Hyderabad police categorically said on Monday that the origin of the explosives used in Saturday's twin blasts in Hyderabad was Nagpur, police here maintained Amin Explosives, whose imprint was found at the blast site, is clean.

Commissioner of Police Satyapal Singh told reporters no irregularity had been found in the records of the company or the central excise department. "The manufacturer cannot be held responsible for the activities of the end user of explosives manufactured in his factory," he said after having examined the company's records and list of its recent supplies.

"We have the records and the list of its clients, and if Hyderabad police want we can give those details to them," Bhushan Kumar Upadhyay, additional CP (Crime) told DNA. He said the company had a clean record for 50 years.

Police enquiries with the unit's director Sohail Amin revealed the company has dealers and sub-dealers across India, including Hyderabad.

The company also supplies material to public sector units Western Coalfield Ltd and Manganese Ore India Ltd.

However, police here have intensified vigil on explosives-manufacturing units in and around the city.

Nagpur has 12 of the 64 licensed factories of authorised explosives in the country, reason why the office of India's chief controller of explosives (CCE) is in Nagpur. Five of them manufacture Neo Gel 90, an ammonium nitrate-based explosive that was used in the Hyderabad blasts, CCE sources said.

Two months ago, Nagpur police had arrested five people and recovered a large amount of ammonium nitrate-based explosives. Police admitted a big consignment of ammonium nitrate was sent to Hyderabad twice recently.

Meanwhile, efforts to reach Sohail Amin for his reaction came a cropper. He had told a section of the media in the afternoon that his company had absolutely no control over the end use of explosives supplied by them.
