To clear the doubt regarding the quality of construction that a home buyer mostly has, Maharashtra Real Estate Regulatory Authority (MahaRERA) has made it mandatory for developers to submit a quality assurance certificate from December 1. This, MahaRERA says, is to ensure the quality of the work being carried out in projects. And also to ensure completion free from structural defects or any other defects in workmanship etc.
A three page circular in this regard was issued by MahaRERA this week, which even developers have welcomed. For this, an Engineer who supervises the work and is appointed by the promoter has to ensure the quality of the materials being used on the project. The circular signed by MahaRERA Secretary Vasant Prabhu said this format has been finalised after due consultation with the stakeholders. The main responsibility of the developers will be to carry out the work in accordance with the development permission and as per the approved plan. The developers will have to submit a certificate of supervision of work and will have to carry out material testing in-situ or in the authorised laboratory and to ensure the quality of work and workmanship as per prescribed specifications, and as per NBC and or other relevant code of practice.
Material testing includes mandatory checks on basic material like cement, bricks, ready-mix, steel for concrete and other materials like sand, fixtures, tiles, pipes, fitting etc. also have to be tested. All the tests have to be as per the industry standards. For works of all the electrical wiring, connections, lift installation and other electrical installations, they have to submit that the work has been carried out under authorised electrical engineer. The submission from the developer to MahaRERA should also include details about the structural design. Periodic checks and certificates by a structural engineer for stability and safety have to be kept on record.
Not only this, but the records of all test results have to be properly kept and to be preserved, at least up to the defect liability period, or for the period as required by any other provision of law.
Developers have welcomed the move, "This is a very positive step by MahaRERA especially for developers who adhere to all the quality and safety norms. The move will boost the realty sector as it will ensure safety, trust, transparency, and quality in construction. The quality certificate will not only check the raw material but also will ensure that the construction is in accordance with the development permissions and approved plans. This will make home buyers confident about their investments in those projects which are safe and strong as it will give a sense of security to them," said Hiral Sheth, HOD-Marketing, Sheth Creators.
