Sitaram Kunte, presently principal secretary, planning, in his affidavit filed before the two-member commission set up to probe the alleged Adarsh CHS scam, has concluded that the project had serious lacunae.

Kunte, in his affidavit has provided the minutes of a meeting held between National Coastal Zone Management Authority (NCZMA) and Maharashtra Coastal Zone Management Authority (MCZMA) on November 11, 2010, in New Delhi.

As per the affidavit, a copy of which is with DNA, permission of the competent authority under the Coastal Regulation Zone (CRZ) notification had not been taken. It was also stated that the Floor Space Index (FSI) allowed for the building exceeded the prescribed FSI for development in CRZ.
