A Kandivli-based 45-year-old contractor was arrested on Wednesday after he brutally beat up a stray dog with an iron rod, leaving her hind legs paralysed and her ribs broken. The dog succumbed to severe head injuries on Friday. The incident has once again brought to light the countless incidents of ruthless cruelty towards these innocent creatures that animal activists face on a daily basis.

Haribhau Kamble, 45, a resident of Samta Nagar in Kandivli, was arrested on Wednesday afternoon after he allegedly thrashed the dog repeatedly near Basra studio at Thakur village in Kandivli. According to witnesses, Kamble was annoyed because the dog was barking at another stray. Soon after, animal activists reached the spot and threatened to file a case against him. However, Kamble blatantly told them that they could do whatever they like.

While some activists went to the police, others tried to give the dog some first aid. According to them, the dog was bleeding from the eye, and could not even stand after the attack.

"As soon as we were informed we rushed to the spot, arranged an ambulance and rushed the dog to a vet for treatment. The dog had broken ribs and was left to die on the street by the contractor. I immediately complained to the police," said Salim Charania, president of the Peace For Animal Welfare Association (PAWA), an NGO.

"Eyewitnesses told me that Kamble and another man beat her up because she had growled at them when someone accidentally stepped on her tail. They said they tried to stop him, but he continued to beat her with a rod.

There was blood all over when I reached the spot. She was bleeding profusely and could not get up. There was hole on one side of her head. She was lying like that for one and a half hours till the police arrived. It was heart-breaking for me. I have seen her since she was a puppy till she had her own pups. She never misbehaved and was very friendly. What has happened is utterly disgusting," said Natasha Naik, a call centre employee who among those who rushed the dog to the hospital. On Friday, Natasha got a call that the dog was no more.

Charania highlighted the growing cases on animal cruelty that he witnesses on a daily basis. "The cases increasing day by day. So the need for awareness to protect strays also needs to be increased. Law enforcement agencies need to be more strict while handling such cases. Many times they do not even know the Acts and sections that need to be applied in such cases," he said.

"We have arrested the accused under section 428 (mischief by killing or maiming an animal) of the Indian Penal Code and under section 11(1)(a) (treating animals cruelly) of the Prevention of Cruelty to Animals Act," said an officer from the Samta Nagar police station. Kamble however is out on bail.
