DNA EXCLUSIVE: Maharashtra government bid to bring SRA, MHADA under RERA

The Maharashtra government has approached the Centre to amend the RERA Act in its efforts to include projects of the Slum Rehabilitation Authority and MHADA under the purview of the state's real estate regulator.

The move is aimed at checking inordinate delays and facilitate hassle-free delivery of apartments to the beneficiaries of the schemes of SRA and the Maharashtra Housing And Development Authority (MHADA).

"We have decided that government bodies too need to be accountable as far as housing projects are concerned. It will build trust and push officials to work in a transparent and committed manner," State Housing Minister Prakash Mehta told DNA. He said they recently held talks with SRA and MHADA chiefs on widening the ambit of Maharashtra Real Estate Regulatory Authority (RERA).

The Centre brought the RERA Act to protect the interests of home-buyers and rein in unscrupulous developers by introducing strict norms over delivery and other key aspects. Most states adopted it as a model act and tweaked it to suit their needs after approval of the central urban development department.

Mehta said SRA projects often face long delays. "Under the SRA scheme, a builder gets a free-sale component for the open market. Developers mostly focus on this and neglect the rehabilitation of slum dwellers. This leads to project delays."

Mehta said since other states do not have bodies like SRA and MHADA, Parliament needs to clear an amendment to include them in the RERA Act.

Pankaj Kapoor of reaslty research firm Liases Foras welcomed the step.
