Amarjit Singh Manhas, chairman of the Mhada Mumbai board, has called for vital changes to be made in rules regarding the No Objection Certificate (NOC) to be given to Mhada societies for redevelopment.

Amarjit Singh Manhas, chairman of the Maharashtra Housing and Area Development Authority’s (Mhada) Mumbai board, has called for vital changes to be made in rules regarding the No Objection Certificate (NOC) to be given to Mhada societies for redevelopment.
As per a letter he has written to Satish Bhide, the Mumbai board’s chief officer, the Mumbai board has been granting NOCs for the redevelopment of old buildings as per the revised rule 33 (5) of the Development Control Rules (DCR).
“However, there is no provision of a validity period for the NOC. The Brihanmumbai Municipal Corporation has definite and time-bound rules for the implementation of their DC rules. I strongly recommend that we must have a time-bound provision for implementing Mhada Act’s DC rule 33 (5),” says the letter, a copy of which is with DNA.
Manhas has suggested that a time-bound programme, similar to the BMC’s, needs to be undertaken by Mhada for the redevelopment of its 57 colonies. “Even our NOC should be valid for a period of three years. After every year, an extension of a year can be given if the society does not get the required permissions from the BMC. After three years, the NOC will stand cancelled if the society does not start work within six months after the issue of the NOC,” says Manhas in the letter.
According to senior members of the board, such steps are the only way to get more and more redevelopment proposals to the authority. So far, only four proposals have reached the board for redevelopment.
