The Brihanmumbai Municipal Corporation (BMC) has asked to all head of departments and assistant commissioners to submit rationalised duty hours of employees working under them to the general administration department. The data will be used for negotiations with unions regarding the implementation of the recommendations of the 7th Pay Commission. The civic administration is likely to meet the unions next week.

While the state has already implemented the recommendation and employees will receive a pay increase from February, the BMC administration is waiting for directions on the same.

Meanwhile, while implementing the recommendation, the civic body will keep a record of employees' work hours in writing. “The civic body has prepared around 20 points like work hours, use of casual leave among others on the same,” said sources.

Sainath Rajadhyaksha, general secretary of BMC Engineers Union said that they are meeting with civic administration next week to discuss the implementation of the recommendation. “We have prepared a five points charter of demand that will be tabled before the administration during the meeting. Making Aadhar not mandatory for biometric attendance, immediate implementation of pay commission recommendation, health insurance are some of our other demands," said Rajadhyaksha.

Sudhir Naik, deputy municipal commissioner (General administration) said that the civic administration has already issued an order regarding duty hours last year. “Each department has fixed working hours. In order to streamline, these work hours will be taken in written,” said Naik. He added that there is no clarity over the recommendation as the state government is yet to come up with financial implication and details of implementation.

The BMC has around 1.35 lakh pensioners and 1.05 lakh employees. The civic body spends around Rs 12000 crore in pensions and salary of employees. The implementation of the recommendation will increase the establishment costs. The establishment cost of the BMC is more than 46 per cent of the total budget.
