Heated exchanges were witnessed between the ruling party and Opposition during the debate in the Assembly on the Rajasthan Backward Classes (reservation of seats in educational institutions in the state and of appointments and posts in services under the state) Amendment Bill 2019 - that provides 5% reservation to Gurjars and other nomadic communities.

Deputy leader of opposition (LOP) Rajendra Rathore questioned why there was no consultation with the Gurjar protesters about the bill. “We would hold discussion on every point and clause with Col Bainsla and protesters before the Bill would be passed. Why were they not called for talks,” he questioned.

Rathore said that the government is not serious about giving reservation to Gurjars and is indulging in tokenism. “We support the bill. But debate on it, consult legal experts and discuss with protesters so that there are no doubts in their minds,” said Rathore, claiming that the benefits that were given to Gurjars and the admissions and jobs they got through reservation have been given by the BJP.

LoP Gulabchand Kataria emphasised that while the opposition supported the Bill as they want Gurjars to get reservation, they were absolutely certain that it would not clear legal hurdles. Ashok Chandna said, “BJP made half-hearted attempts to resolve the issue. If you are serious about giving reservation to Gurjars then tell the government of your party to amend the Constitution as they did for providing to the economically backward upper caste.”   

 Participating in debate, Pilot said, “Opposition is supporting the bill but also playing politics. Let me assure you that we have brought the bill after due deliberation and legal opinion. It has been done after exploring all avenues.” 

Countering BJP claim that reservation cannot go beyond 50%, he said, “In states like Tamil Nadu and Maharashtra quota is beyond 50% limit. Constitution was amended to give 10% by the Centre. Today we have tabled it. We will seek that it be included in 9th Schedule and also amend Constitution.”

Pilot added, “When all MLAs of both parties support the Bill call up your leaders and tell them to respect public sentiment.” “Amit Shah is coming to Jaipur, we are all ready to go with you to meet him and urge for Constitution amendment,” he said.
