Quota bill passed but Col Kirori Singh Bainsla says Gurjar stir will continue

A day after Rajasthan government approved 5% quota for Gurjars and other nomadic communities in the Assembly, the Gurjar agitators led by Col Kirori Bainsla continued with their protest by halting railway tracks at Malarna Dungar in Sawai Madhopur. 

Even as the government sent a copy of the Bill to him through a senior administrative official, Col Bainsla has announced that they would continue with the agitation. He called upon all educated persons especially lawyers from the Gurjar community to study the Bill that has been passed and look for lacunae. Bainsla also called upon the elected Gurjar legislarors to come and meet agitators on the tracks and assure them that the Bill would not be stuck legally. He has said that the agitation will continue till the community is completely assured about getting reservation through the Bill.  

The day saw senior IAS officer Neeraj K Pawan visit the Gurjars with a copy of the Bill and hand it over to Bainsla. Pawan said, “As a government representative I have handed them the notification for 5 % reservation under MBC which means henceforth for all jobs Gurjars will get 5% reservation. A copy of the Bill passed and a communication that the limit of creamy layer will be increased from 2.5 lakh to 8 lakh.”

Meanwhile Bainsala appealed to all educated persons from the community, especially lawyers, to study the Bill and check for lacunae. He urged everyone to be assured that the Bill would suit the interests of the community.  

As the Bill was passed unanimously, Col Bainsla called upon all legislators from Gurjar community to come on tracks and explain before the community what makes them believe that the Bill will not be stopped and what would be the preventive actions in case it does.

“We need two things - assembly clearance and community (samaj) approval. As the legislators have voted unanimously in favour of the Bill they should assure the community that it will hold legal challenges. Passing the Bill is not the solution, we need an end to all logjams. We need absolute assurance that the Bill will not get held up,” said Bainsla.     

Presently there are 8 Gurjar MLAs in the Assembly of which 7 are from Congress, which includes deputy CM Sachin Pilot who also belongs to the community while one is from BSP and none from BJP. “We will continue to sit on the tracks and block roads till we are totally satisfied about all aspects of the Bill,” said Bainsla.

Bill Becomes Law

The Rajasthan Backward Classes (reservation of seats in educational institutions in the state and of appointments and posts in services under the state) Amendment Bill 2019 - that provides 5% reservation to Gurjars and other nomadic communities had been unanimously passed in the Rajasthan Assembly on Wednesday. Governor Kalyan Singh signed the Bill late on Wednesday night.
