Jaipur: Untrained staff pull the plug on PUC’s online effort

By making online arrangements to issue Pollution Under Control (PUC) certificate, the state government took a step forward, and by appointing untrained employees to operate upon the new system they have taken a step back. Because of this gap, glaring mistakes are being made in the PUC certificates leaving vehicle owners upset. Due to the discrepancy in PUC certificates, the vehicle owners will have to pay a penalty at the time of PUC renewal. Who should be held responsible for this? Seems nobody has the answer to this question.

The biggest problem in the online system of PUC certificate is the eligibility of the private agency staff issuing the certificate. PUC certificates are issued through petrol pumps and vans. The petrol pump owners and van owners have put the untrained and less-educated staff on this task.A few days back, Sudhir Garg, a resident of Bani Park, got PUC made of two vehicles from MK Filling Station petrol pump located at Pani Peach. Much to his agony, here the spelling of his name in the PUC certificate was misspelt. Also, the car’s registration number was printed 90 instead of 9C despite the picture of the car clearly shows that it is 9C. 

In the PUC certification of Garg’s another car, the name of the vehicle owner was changed. Vehicle owner Sudhir Garg’s name was written as ‘Satish Garg’. Satish Garg said that he asked the employees issuing the certificate to make the necessary corrections, but he refused to say it can’t be done given things are operated online. 

Now, after six months the PUC will have to be renewed and due to incorrect details of the certificate, the vehicle owner may have to pay a penalty. DNA contacted Jaipur RTO Kalpana Agarwal to talk about the issue, but despite repeated calls, she did not answer the call.

Lately, the transport department has implemented the system of issuing PUC certificates online for vehicles. The first rule stated in the certificate read that a penalty will be imposed from November 1 in absence of the certificate. But because of the drawbacks of the software, the department has given two months relaxation in the penalty.
