Defence minister AK Antony on Thursday said there would be a change in policy in granting of no objection certificates (NoCs) to land deals in an attempt to plug loopholes. The move has been taken in the wake of recent land scams.

Unveiling the defence production and procurement policies in the national capital on Thursday, the minister spoke about computerising defence land records in 62 cantonments across the country, estimated to be about 17 lakh acres.

The other changes, include forming a geographic information system and digitization of all survey and revenue records to prepare a land records database.

The project will cost Rs2.52 crore.

After Sukna and Adarsh land scams, the recent scandal to hit the army was brought to the attention of the government by an MP alleging that former Army Chief Deepak Kapoor had been a beneficiary from a one acre defence plot in Mumbai’s Malad area.

The land was leased to the army in 1942 to be utilised as central ordnance depot (COD), by the state government, but was later sold to a pharmaceutical company without the consent of the army.

It has been alleged that the protesting COD was asked to vacate under pressure from senior army leadership.

“We are streamlining the process of granting NoCs and are taking up individual cases and will soon have systems in place so that no one can misuse it. Adarsh is beyond the MoD and is being enquired by CBI. We are expecting the report soon. There will be no cover up. When we receive a complaint, we enquire into it and after the inquiry we take action,” Antony said on Thursday.

Pulling up the ministry of defence (MoD) in the wake of the recent scams, the parliamentary standing committee on defence, last month, disapproved the way the MoD had sidetracked one of its important recommendations for having an independent regulator for defence land.

The minister also pointed out that there was no system in place for management of defence estates, resulting in lot of encroachment. But now the government is taking every possible step to protect defence lands, he said.
